In my opinion, Higurashi focuses more on emotion rather than humor and technology. So, therefore, my vote is for Higurashi. Toradora is too much of a silly novel to me, and it's my opinion.
ToraDora because it had a love story that entertained me. The far-fetched attempt at a plot in Higurashi failed to interest me. Crazy little girls do not make a great anime on their.
Although I did enjoy the "USO DA!!!" moments.

Haven't seen ToraDora yet, but yea Higurashi did remind me of a twisted version of Ground Hog Day. I mean it was alright, but some of the premise was a little hard to buy.

I found the fractured storyline in Higurashi an interesting angle; plus I'd never before seen such schizotypal paranoia featured in anime, so it was relatively novel to me. I haven't seen Toradora yet, so I haven't voted, but it's going on my "to watch" list.
