So you have people to provide you with articles? Or you just copy paste articles you found on the web?
What kind of magazine?
Otaku oriented magazines usually have a interview or two. Are you willing to cross the country and interview certain people?
Usually these kinds of magazines are filled with beautiful artwork. Can you provide or find people to provide you with artwork?
Otaku magazines usually have a few chapters of manga at the ending pages. You know some artists that could help you?

That is all I have to say for now.
Internet magazines are not that popular anyway.

Emags are very popular in a lot of places (The hacker culture mainly).
LUX, when you have a more concrete idea of what will be in the magazine, and can provide decent info and show an effort for it, I'll agree to help. But as of now it looks like a fail project.

I moderate on a site that does this. The magazine has interviews of members and cosplayers and people at anime conventions. There is usually fan art and polls. Along with industry news and random articles written by people like me. Reviews also come in these, but our site already has a review section. The magazine I'm talking about is a collabrative of about 20 members working in tandom as a staff. There are deadlines, harsh insults thrown at those who don't meat the deadlines, and it's read by maybe 15 of the members. Think you can deal with all that?

As I said, once you think it through more I'll gladly write an article or two.
